Due to the small size of Guernsey and with natural concerns over population density, legislation was introduced shortly after the end of the Occupation to limit the number of new arrivals looking to set up home on the island. In 1957 a register of 'Open Market' properties was established to create a designated housing sector of some 1,600 homes which are eligible for occupation by 'non locals' - provided they are in possession of a UK or EU passport. The process of taking up residency is simple but professional advice should be sought from the outset, but with particular regard to tax and pension matters.

Those properties not on the Open Market are known as being on the 'Local Market'. So called 'Housing Licences' can be granted by the Housing Authority to those deemed to be 'essential workers', such as doctors, teachers and senior finance executives. These Housing Licences range from between 1 to 15 years and entitle the holder to occupy those properties otherwise limited to locally qualified persons. For further information contact the Housing Department Tel. 01481 717000

Business Start-Ups and Right to Work

There are, at present no restrictions on either purchasing or starting up a business on Guernsey - although some trades and businesses are regulated. Similarly there are no restrictions facing those seeking employment although employers will insist on seeing Right to Work documentation which essentially confirms that the holder is legally housed.
